My understanding is that it is not specifically illegal to be nude in SF, unless you are annoying people. There was a case of a guy regularly doing nude yoga at Fisherman's Wharf, they charged him, but a judge decided that it was allowed (I think?). So my belief is that yes, you can be naked there anytime you want. I am planning a trip this summer, we'll see how brave I am.
