I can't help with this specific story, but can offer a little background.
Marc Ellis is a former All Black (ie played rugby for New Zealand) and one of the presenters of Sportscafe, a sports/comedy show. They made up National Nude Day, and encouraged viewers to send in videos of naked pranks. Scarfie is a slang term for a student at Dunedin University; it gets cold down there, and they are known for wearing yellow/blue scarves to sports matches etc.
World Nude Day appears to be an attempt to spread this beyond NZ.
