it's not an English movie... it's one of those fetish flicks with 'wet girls'. There are a few sites that sell vids dedicated to girls in clothes, getting wet. This is from one of those videos, just don't know which one! I saw this on usenet a while back too, and actually went so far as to try and locate this video, for this scene alone! It's rare to find such a perfect ENF in a non-ENF video!
