I learned this over in Europe. Toplessness is so common that in order to be
naked one must be fully nude. So nude beaches is where you find the naked i.e. fully nude people, while all the other beaches only have topless and clothed people. Lumping topless and clothed people together makes the topless seem not really naked, but hey, I'm from the US.
I mean you point out a topless girl to me on the beach here and I go "wow! a naked babe!"
