I know this beach. Its Playa de Genovese in the Cabo de Gata national park, Spain. People do go nude there, so no reason to assume these girls (or one of them) was not also nude.
Attached pic is one I took of the area of the beach where the girls were, but from within the trees looking towards the beach.
