I think I may have an answer! The first thing I thought of when seeing them was after-WNBR swimmers (because of the paint). I, too, had found some of the pictures (see below), one of which I believe was posted earlier by Klondike, and my best clue came in the final one I've posted: the lettering on the woman on the left of the picture. While it might at first appear to bolster the Critical Massive theory, my guess is that the full text on her reads "Bici Critica," which is the Spanish Critical Mass group that also supports Ciclonudista, the Spanish WNBR. As what may be the clincher, compare the color combination and general look of what you see on her to the organization's logo at
http://bicicritica.ourproject.org/web/ . If I'm right, all that remains for the truly obsessed is to compare fragmentary paint remnants here to Spanish WNBR pictures to identify city/year...
