If I were to guess, I'd say that was taken at Cap d'Agde. Can anyone corroborate? The number of people, water, and sandy beach lead me to suspect it being there. Also, the picture looks several years old and like the ones that were published in some nudist magazine 10 - 20 years ago.
If I'm right, then I just may be a naturist location sleuth.
