Yeah you're right. That is Regensburg. As far as I know this is nothing regular - suppose some students doing some initiation (something like 20.000 Students in that town...). Something like that is not common foo Germany but happens sometimes at some universities.

Lived there for some years but never have seen anything like that...

btw: the square is called "Haidplatz"
