If you invest in last years video editing software (you can pick up pinnacle 9 on eBay for under $10) the only other bit of kit you would need is a converter cable to run from your VCR into a firewire port on your PC. I use 'Dazzle DVC90') + you can probably pick that up for the same price. It is basically a scart into the back of your VCR which forks off into the yellow, white and red audio video cables of old. This plugs into the Dazzle converter which is a small box with a firewire lead coming out of it.
Once you have converted onto your PC you can then do all sorts of things such as lightening up the picture, cutting out or dubbing out the sound if names are mentioned - but best of all you can slow down the best bits. My favorite thing is to make a small cut - it can be only one second of a great flash - well slow it down (make it last 2 seconds) then use the reverse feature... That way you can have your 'actress' pulling her pants up and down or whatever as many times as you like and it will look like they really are doing it that long if you cut it at the right point.
Here's one I've done quickly using the above shower scene (sorry - its actually and ENF shower scene from a different thread...). but anyway - hope that helps...
