Well, remember Cuba has a strong socialist influence, thus the church does not play such a huge "moral" role as in many other Latin American countries. Also, their economy depends a lot in the tourism, most of their 5 star hotels by the beach were built with Spanish capital, most tourists are European, and topless was quite common. I was there in 96. Best 2 weeks of my life.
