May I suggest Las Vegas. Many of the higher end resorts there have topless pools (Mirage, Mandalay Bay, Wynn, Caesars Palace, etc.).
A nice bonus right now is that Vegas is heavily discounting rooms in reaction to the US economy.
If you do go to Vegas, remember to take the camera and bring back lots of pics. Then add them to my thread.
