Doesnt take much nowadays. Your card might have a built in "video in" port which you would connect our DVD or VHS cables. Then its just a matter of locating the software probably delivered with the PC to do the caps.

If that fails to work you can buy a USB capture device for around $30. Plugs in to your USB post and has connections for the video and audio out cables from your vid devices. The software should be hopefully intuitive.
Once you get a video file you probably need to shrink the video down to a reasonable posting size. I use Adobe Premiere which came with my system but there are free ones out there. A simple device probably captures at around 320x240 resolution which provides ok resolution and smaller files sizes. If budget isnt an issue check out better ones which can do DVD quality 700+x500+. File sizes will be much larger.
