Why would a woman go to a nude beach if she doesn't plan to go nude? Maybe the girls who didn't go nude went with their friend who did go nude?
Is this a designated clothing optional beach or a case where nudity is tolerated everywhere? Because if the women only go topless, they can do that anywhere. They don't need to go to a nude beach for that. Unless, they are there to look at naked guys.
