Hi Bill!
The pic you are referring to is but one of many photo stories or vignettes relating to a fictional college by the name of Blakeschande where the female population, both students and faculty, are required to remain absolutely naked in campus while the menfolk are allowed to be fully clothed.
There are many circulating about the web and I know of a yahoo group dedicated to this theme. I could post some more but it will have to be in a different thread since most would be rather off topic here.
