It was Soupy Sales, which was a kid's show that aired live. I found a site that has the uncensored video clip, but the quality/resolution is very low:

After watching the video, I can't seem to access the page now - looks like it's temporarily down. The text from the page is still cached in my browser, but the video is not so I can't post it until the site's back up...Doh!

Soupy Sales said later he was sure the TV audience could see the naked girl dancing in front of him on this live broadcast (they couldn't) and that he would be run out of town after he got off the air!
