Apparently the article was about some feminists in Scandinavia wanting the right to swim topless in public pools, to avoid "sexualization of the female breast" (after all, men don't wear tops, so I guess there's some great logic in that). Seems they got their wishes filled at least in Copenhagen, Denmark and Sundsvall, Sweden.
I found a couple more pics by googling with keywords "bara bröst" (which is the name of that particular feminist manifesto and I think means bare breasts in Swedish or Danish) and the town names. Too bad the resolution is what you would expect from web tabloids.
