Yes. The AHNL (Association of Hidden Nudity Lovers) has ruled that hair is a legitimate "cover" for nudity to hide behind as long as the hair originates from another region of the body, or perhaps from another individual.
Of course, pubic hair does not qualify, as it is "same region".

Hidden nudity rules can be daunting. It is best to consult trained legal experts.
