I think the answer to your question is, anything but Photoshop is a pale substitute. I used to use Paintshop Pro years ago and imagine it's still good for most uses.
You might be able to do what you need with IrfanView (free) or ACDSee (still a favorite). They're mostly for viewing, but do some basic RESIZE, CUT/PASTE, TEXT, BRIGHTEN type functions.
I wrote a macro for Photoshop so that if I have an image up, I can simply COPY an image from anywhere, hit one button and make the canvas double wide and paste in the new image to the right of the old one.
