That's a good question and one I've wondered about more than once. 3 co-workers recently had plastic surgery, enhancing their breasts. One was married, one dating another co-worker, and the third one was single. (As far as we know.)
Since they returned to work, the two single ladies don't seem to mind showing off wearing low cut tops, bending over, tight blouses..... The married lady dresses more conservative, although very tight tops. In these three cases would seem it depends on their "status".
But in today's society, most of us are dressed more often than not, so I've always felt most women did this to "improve" the way they look to whoever is looking, and you would usually be looking at them while dressed.
Exotic dancers on the other hand....?? If the larger breasted dancers were getting more tips, were more popular, those ladies might be getting them as a business expense so to speak.
I believe a movie I saw years ago was called "Breast Men". Was the story of the two doctors credited with the invention of breasts implants. Don't have any idea if it was based on a true story or loosely based.. Anyway at the time, the women who did receive them, got them for different reasons. To improve self esteem, to look better wearing certain clothes, to look better for spouses... So the question still stands I guess.
