Shizuka is the main female lead, and Nobita's friend. A running gag is her taking baths -- Nobita has several teleportation devices, which he usually ends up using to go visit her just as she's sitting down in the tub. Anyway, in the manga it's played up for laughs, quite frequently -- Shizuka ending up naked is kind of a running gag.
You might say that Shizuka of Doraemon, along with Machiko of Macchingu Machiko Sensei is where the modern ENF fan got their start in Japan.
