I hear you, but it's "HB". The right side of the H and the left side of the B share the same vertical line. And B is the second letter of the alphabet. I know it says "über alles" but the Dead Kennedys had a song called "California über alles" and they were no Nazis. Both are California bands and California has a long history of using Nazi symbols in other ways.
The black vertical bars are for Black Flag. Look it up. Henry Rollins is no Nazi. (see his rant on Ann Coulter on youtube).
This guy? Well, he might be scary, but I think he's closer to Mr. Cool Ice than a Nazi. I feel bad giving people a reason to look up Mr Cool Ice but then again it might prevent some bad tattoos.
