What, the iron cross tattoo? he's got Black Flag tattoo plus one that says "HB" which is Hermosa Beach, I bet, where Black Flag is originally from. Black Flag was known to show the Iron Cross now and then, but not as a symbol of Nazis so much as a general provocation.
In America, the Iron Cross has long been a part of biker culture, dating back to Nazi gear looted by American troops returning from WWII. Skateboarders picked it up from there. You can now find clothes with the Iron Cross in mainstream stores, worn by all kinds of people who have no idea what it means.
With those tattoos overall, though, who knows what or who this guy is. I'm sure I do not want to meet him in a dark alley.
