Certainly sounds like it. We have never been on one, but we were on a nude cruise literally the week before COVID exploded. Some of the nudists asked if we had ever been on a Bliss cruise, just for the nudity. We were thinking of taking the last fall cruise (just for the nudity as well as having Diamond status on RCCL) since they are shorter than the nude cruises, but ended up taking a regular cruise instead. But we know there are still play rooms onboard where you can see and be seen having sex as well as find potential additional partners who are DTF in private cabins.
