In places where it is legally safe or there is a very low expectation of being on the wrong side of the law I will be prepared to go topless ... lawyers fees are expensive enough without it having to be at aboard rates.
lols ... though it does not mean I will ... if I cant see anyone else topless on a beach with other people on it I probably would not as I do not want to cause offence to a local custom as opposed to a legal law
