People-watching is a reality that many in the nudist community struggle with. In nudist blogs you might read comments like "no one pays attention" or "everyone looks alike." Which is laughable.

But there are certainly "levels" to it.

From afar: My resort has coed naked yoga outdoor by the parking lot. People do certainly watch from across the pool area. No one has an issue with it because it is assumed that people are watching a "group activity" rather than individuals' body parts as they go through the various "exposed" poses. When my wife goes paddle-boarding, and knows she is going to be "noticed" as she climbs on the board and stands with her feet apart; she sees no issue with it because she feels that people are too far to really "see anything anyway."

From within a few feet: In the pool area, most people will notice (and sometimes even watch) nudists walking naked back and forth; or standing around socializing. Or might notice someone lounging open-legged as they walk by. It's a natural reaction. But now the people you're clearly seeing are close enough to catch you looking. So you have to keep your eyes moving in "fleeting glances." Otherwise it might look like gawking; and you don't want that smoke.

Up close while socializing: The hot-tub and various social situations can bring people very close together. Here; it can get tricky. Because they can see where your eyes are going while talking to you. I've had conversations with women lounging relaxed with their legs open; or standing right in front of me while I was sitting, with their genitals right at my eye-level. Sometimes it feels like a "test", so I maintain eye contact at all times; even if she doesn't seem to care about being exposed in front of me. I've strained my neck doing that; but I figure a little pain in my neck is better than pissing a lady off.
Sometimes they might get distracted by someone/something else; and that's when I take the opportunity to get a peek. My wife knows, for example, that the guys in the hot-tub might catch a peek of her apple as she climbs out. And they do. She's pretty realistic about it.

I've asked my wife about her "looking"; and she says that she sees but doesn't always notice; if that makes any sense. Unless the cock is disproportionally big...or small. She will also admit that in the "early days", she intentionally looked at all the cocks around her. I guess she's used to seeing them (she must have seen hundreds or more by now); and there's no longer an element of curiosity about it.

One thing I've noticed over the years is a double-standard in "looking." Numerous time I've interacted with women who broke eye contact to gaze directly at my cock. I think it's mostly due to our physical differences; with men's genitals being "out" and women's being "in." They simply assume we're not going to care about our cocks being looked at because it's "out there." For women there has to be more "intentionality" with the vulva being exposed while interacting (although some have argued with me that it can also be unintentional, but whatever); so it's a lot more complicated. My wife has to be really comfortable with the "right people" in the "right setting" before she feels "right" letting her legs dangle apart while socializing; as she knows "peeks" will be taken of her pussy. But that's another topic.
