Where I live, women can legally be topless, but I have never seen it, not once.
Except yesterday, at the beach where the cars are parked along the beach, I was driving by slowly because of all the inattentive pedestrians, and as I waited for a family to cross the road to their car while stopping and talking, I was stopped, waiting, looked left, and there was a woman who was topless!
She had her bikini top in her hand and was digging through her bag (for what would eventually be a tank top). She likely wasn't hanging out on the beach topless, but she was taking advantage of the few seconds it was going to take to dig out her top from her bag. Not quite the same as hanging out topless, but she was at least changing topless for a bit.
Mother of a few tiny kids with her, early-40s. Pretty much typical and non-descript. Maybe a full B cup, not saggy but her nipples pointed down a bit. Normal size areola and nipples, normal darkness.
I am a huge fan of strange and unique nipples and breasts, so hers were 0% interesting, but I was super excited to spot my first topless woman in the city after being legal for almost a decade now!
