I think so.

Too many NGOs getting lucrative contracts to cut down anything porn-related, even for something as tame as mooning. I think between civil lawsuits, laws expanding, and the lack of anyone in power fighting back, it's pretty much over.

And there are far more "moral" authoritarians than pro-porn defenders for the women that moon. Women mooning was great fan-service and it used to be cool/rebellious, but it's now hurting their prospective career chances when it shouldn't even affect their professional career. Employers shouldn't be able to use stuff like nudity as means to deny women work.
