I think you kind of answered your own question, right? 16 years is a long time. People change, move on, find other things to do in their spare time. What incentive do people have to take personal risk, knowing that they are literally providing free material to content pirates? Never mind the fact that as the years have gone by, things have gotten more dangerous - originally there were no laws against this, but as I'd always predicted, laws sprung up all over making it illegal to take pictures of what you could clearly see with your own eyes in a public place. On the other side of the big pond, the favored locations in Europe are now ruined by, well, if you know, you know. Indeed, it is now prohibited to sit on some certain famous steps that were once a source of amazing content.
