fitne - I think there are a few women who are aware and may flirt/tease, but from my experience I think those encounters are very rare. In your examples, the women were aware that you were either in front of them or passing by them. Therefore, it is likely they had awareness, but even then (with the exception of the nude beach lady) they may not have been aware that you would get a view up their shorts. I think women often get a false sense of what can be seen when they wear loose or short shorts and sit or move unladylike.

I will say that you are a very lucky man because I have never had a lady flirt/tease me in this way. My experience has been that women will change their posture to be more ladylike when they see me coming directly by them or coming to pass them to protect their modesty.

I think the reason some women sit so casual and potentially expose themselves in the public is due to a lack of situational awareness.

This set below shows a woman and her husband who were sitting at a ceremony. The lady was in her church attire wearing a white blouse, black skirt and heels. She started with her legs crossed at the ankle to maintain her modesty. However, as the event went on she became very loose with her legs and how she sat. The only person around her that she would have been flirting with or teasing was a senior citizen guy in front of her. Thus, I don't think her intent was to flirt or tease him. I think she just relaxed and got too comfortable with her posture at a public setting without having any situational awareness that anyone would be paying attention. Hopefully the guy sitting in front of her had some situational awareness.
