PixelDojo is the one I use for a complete AI service. Its a pay service but it does pretty much everything. Another that is cheaper is BeFunky. That just pretty much adds various effects to existing photos. It pretty good if you don't want to generate photos but just want to clean up old photos and add various effects like comic book, oil painting, or sketch. I forget the cost but its pretty cheap if I recall and there's no credit rundown charge like PixelDojo... its a flat charge for the entire month of use.
