My favourite is sauna at a ski resort.
Firstly, the quality of the bodies is very good, as skiers tend to be fit.
Secondly, most of the people you see through the day are fully covered due to the cold, so seeing skin is even more exciting.
But mostly, as you say, you are seeing 'girls next door' that are mainly on a skiing holiday but have decided to visit the sauna whilst there. Some don't even know it's textile free until they get there.
I'm always surprised at the high % shaved for these reasons, unlike say a nude beach where I think many would see it as an expectation to prepare by shaving.
