Something I noticed along the way was smart people just comment a number somewhere near the moment. Not a timestamp, just something like 10, or 22. The really next level people actually listen to what is being said for a minute, then comment something like "I really agree with the speaker in the white shirt's points around the 24 minute mark". But sometimes that is a red herring because a random person might actually legitimately make a comment like that.

Dumb people leave time stamps, and actually say stuff like "awesome legs @ 2:38" or "great tits at 4:25", and the worst "I see her panties @ 23:54". Maybe some people don't realize this, but the channel owner can see that stuff, EZ PEAZY. And even if the channel owner is not the woman in question, owners of legit channels don't want those kinds of comments on the channel. The channel owner does NOT have to go back and look at each video to see comments. In the YouTube Studio Dashboard there is a section that tells you how many new comments there are, and when you click in to that section it gives a list of all the new comments and their content as well as which video the comment is associated with...

You can even get email notifications to comments and replies if you want / configure it. You should always assume that the owners of small channels on lower view count videos ARE going to see the comments.
