This may not do it but I would've thought the best would be go on holiday to a European city that has a relaxed approach to clothes. You'll be shocked initially how many people are just lying around with zero clothes on. If she feels brave she can slip her bikini top off and then realise.. no one is shocked... Then the bikini bottoms off too if up for it but no one will care if she does or doesn't
