A few years back, my wife and I were at a nudist BnB; and we were at the far end of the property by ourselves. The topic of tanning open-legged came up; and with no one around, I suggested she at least give it a shot. She gave me the old "oh stop it..." at first; but then to my surprise reclined on her lounge chair and went full spread-eagle. It was so relaxing that she actually fell asleep. like this." I lied (lol!) and told her "just a few minutes" and "no one saw you" (another couple actually did). I then asked her how it'd felt, and she candidly replied "extremely relaxing" and "very much sensual." In other words: "thoroughly enjoyable."
So for her - as I'm sure it is for many other nudist women - there is this constant ambivalence between being fully relaxed and maintaining some modesty around other people. My current and ex-wife both used plausible deniability to navigate "exposure" ("Oh I didn't realize...", "I wasn't paying attention", etc...) The last time my wife did this she was standing at the edge of the pool area, feet quite apart, while chatting with some acquaintances in the pool. Looking up at her, they could clearly see her shaven vulva. There's no way she wouldn't have been aware of the view. She had told me earlier that day that she wasn't in the mood to be "exposed"; so I asked her what happened. And she pulled the plausible deniability card (I'm not always paying attention to how I stand!) It would have been more honest if she'd said: "Eh...at that moment I was comfortable with them seeing me completely exposed, who cares?"; but her "built-in" modesty prevented her from being candid, even though it doesn't make much sense.

I might suggest looking for somewhere private where no one can see her. I know that it might not work; but it's worth a try?
