As I understand it, and I might be wrong.

It's not somebody taking offence that makes it illegal It's if you person exposing themselves intends to cause offence.

Either way, it only applies to genitals in the UK, not breaats or nipples of any gender. So these lifeguards are going well outside their remit. You should really report it to the local council or MP.

British Naturism would also possibly be interested to hear about it.
