Here in the USA, woman can actually be topless in most places, but it's not commonly known for some reason until a woman gets arrested for being topless because even the cops don't know, and she fights it, wins, and then for a few months everyone remembers that women can be topless in most places, then it's forgotten shortly after until it someone else gets arrested again.
