Dear Sam,
it's quite normal. Girls go topless on the beach if there aren't anyone they know around.
Showing their breasts to strangers evidently embarrasses them less than showing them to friends and acquaintances.
I still find it very exciting when some girls go topless and others don't,
and I'd like to understand the psychology of both.
