It's simple: it is a little changing room without any written rules.
In my public gym-club-swimmingpool, there are the 2 main changing rooms, but there are also 2 other multipurpose ones. They are very little, not for more than 8 or 12 people. There is just a long bench and 5 open showers in a row.
They are usually used by teams or families. You can lock the door from the inside if you want.
There is not any signal about gender or how those changing rooms are suposed to be used. If the door is not locked, you may get in and use it as you want (locking or not locking tbe door, too).
As we were 3 adults (mmf) with 3 little children, we got used to share it, mainly because the other family changing room used to be occupied by a family (and subsequently closed) before the swimming lessons.
We were 3 young, laid back, easy going people. Not very hippie, but not conservative at all. After some weeks had gone by, I just saw it fit: nobody was going to make a fuss of nothing if I changed into my bathingsuit or if I took a shower while helping the kids. Nudity in Spain is not as accepted as in german saunas, for instance, but in theory, the cool, progressive, open-minded crowd should be totally fine with it. It's not a big deal, but it's still something arousing, surprising or conspicuous, any way you slice it
