It’s absolutely no problem to find such family changing rooms in Germany. I myself have been in several of these family changing rooms on multiple occasions, where several families were changing openly at the same time. These exist both in public swimming pools and, for example, at Center Parcs — that is, in holiday parks.
It’s also common in public saunas for the changing areas to be mixed, and I’ve often seen families next to me there as well. So in Germany, it’s quite common in many situations for men, women, and children to change clothes openly. Not to mention the nudist (FKK) beaches.
