If you can get to Cuba (which is easily done by americans from either Canada or Mexico) you'll find most beaches are topless. The island of Cayo Largo is nudist. You will see some kids, but very few. I attached a few pix to give you an idea. It's my favourite place in the world. You can travel there for less than $1000/week per person, which includes your flight, your hotel, your food and your drinks. Kind of hard to beat.
(And yes, you can buy Coke and Colgate and Kodak and all the products you're used to).
