My wife and I would take the kids swimming, and at one place, you MUST use the family changing room if the kids are under 20yo (super, rich old person pool who can't stand sharing spaces with even young adults, apparently). Anyway, my wife's mother came with us because she had the membership.
Sometimes my wife's mother would go into the ladies' room while we took the kids into the family room, but sometimes my wife's mother would join us in the family room.
It was like most family rooms...a common area (where you are NOT supposed to change), and several stalls that barely fit a parent and their kid. There were signs up saying that you must only change in the stalls, not in the common area.
But because everyone under 20yo had to use the family room, and given all the rich families and swimming lessons of multiple kids, it was insanely busy. So, people changed in the common area all the time, but they worked hard to stay under towels, etc. Staff would come in and remind people to wait for a stall, but the lines would be a 40 minute wait while kids were freezing, screaming, etc. And people didn't want wet kids in their $100k SUVs, so they changed at the pool.
Anyway, while most people tried to change under towels, etc, my wife's mom would change in front of dozens of people without a towel. She didn't care. And a few other moms would follow suit. Power in numbers. I saw several moms and 18-20yo daughters change in the open several times. The weird thing is that in the moment, it wasn't THAT exciting, given all the screaming kids and trying to get my own kids dressed, etc, so seeing an 18yo's breasts wasn't really something I had time to enjoy. Given the rich, stay-at-home mom demographic, there were hardly other men in there. I think I was often the only guy, but one time there was another guy and my wife saw his nakedness right in front of her. (At home she asked why that couldn't happen more often.) I never changed in the open because being the only male or one of two men seemed to be not worth the risk.
Another story, one time my wife took her sister to that pool, and my wife and her sister changed in a tiny stall with the kids, and she said her sister stood there naked for like 5 minutes overwhelmed and my wife had to take care of all the kids. My wife couldn't believe her prudish sister just stood naked for so long. My wife said it was so awkward that next time I would be the one to go in there and change with her...that never ended up happening, sadly, but I would have done it in a heartbeat, of course!
