This is a British graduation ceremony, where the relatives of those graduating are meant to show up in relatively smart but not 'noticeable' attire; the graduates should shine, not the +1s.

I fondly remember what happened at my own prom many years ago, when my classmate's older sister arrived in a very thin boob tube that perfectly illustrated every jiggle as if in slow motion - I say this because I was sure then, even as a young fool, that she was trying (and succeeding) to show up her younger sister, who no doubt spent hours on her dress and makeup only to be usurped by those mighty bosoms.

Well, this picture perfectly illustrates the process repeating itself. The (presumably) older sis turns up in tight sweatpants and an almost see-through top and everyone has to pretend she's not the star of the show.
