Maybe, but in my experience, for some reason there is still a bit step between topless and going naked.
Bit more taboo, still an (incorrect) connection to sex.
So to take the step to go naked is a bigger one (bigger than topless according to my wife), but once people try it, they do love it. Not only because of the feeling of freedom, but certainly also to show off a bit.
When going to the sauna or beach, I always encourage my wife to shave smooth. Usually when going naked in public, she is a bit hesitant to be totally smooth. But afterwards she is always glad she did. Being exposed like that, cleanly shaven, does turn her on a bit. Specially in a hot sauna, where her labia seems to swel a bit and is clearly pronounced for all to see. And I'm not the only one who likes that view
