Against a Crooked Sky
This G rated film from 1975 opens with a brother stealing his sisters clothes while she bathed . The sister is shown with her upper body our of the water covering with her arms.
It cannot be posted here because of the age of actors but if you go looking for it there are multiple cuts of the scene.
One version I was able to find was grainy and the scene was brief and chopped up but Amazon recently posted and much better version and the enf scene is extended quite a bit.
