If you have a large building, a lot of the rooms will have no real (i.e. external) windows. That means that if the electricity stops working, all those rooms would be pitch black...
...unless the designers were smart enough to at least include a few small internal windows, usually close to the ceiling, to provide light from rooms with real windows to rooms without real windows. Failure to do so would in fact be sheer incompetence.
It's not good light but at least it enables those in the room to find the door out and bring all their stuff with them.
