At a company picnic they had a dunking booth, of course anyone who was in any supervisory position knew they were fair game, I got dunked by everyone in my department, it was all in good fun. This was before all of the bras were "foam domes", so when a woman was the target, even with a shirt and bra on, wet was a a little show, usually not much.
After the first round of dunks, then anyone who wanted to be a target could climb up and get dunked. It was a hot day and my wife said she wanted to get dunked just to cool off, she had short, a blouse and a bra on, but when she was dunked it was apparent that her bra was very light and her white blouse made for quite a show, you could very easily make out her perky nipples.
Another time we had a cookout and my wife had on a loose sun dress, no bra, when she bent over her nipples were on view. When she started serving the kid's food at a small picnic table, every time she bent over all the guys would get a show, they were drooling over her tits.
