I can give you some info on that. The promotion was called 3PW short for Pro-Pain-Pro Wrestling. It was active from Feb 2002 to June 2005. The guy in blue is Brian Heffron aka The Blue Meanie. I couldn't tell you when it specifically happened but it might be the Loser's Manager Gets Spanked match on 3PW A War Renewed which took place on 6/29/2002 in Philadelphia (in particular Viking Hall now known as the 2300 Arena). The match was between Blue Meanie and Dylan Night whose managers at the time were Jasmin and Candi.
