When my wife was a student, a woman's organization she belonged to wanted to protest something inane, trees without enough leaves or something, their method was going to be a topless march, they wanted to get arrested etc.. I asked my wife if she was going to participate, she wasn't too sure, but she wanted me to go with her for support, I thought that was what bras were for.
We go down to the protest site, there were about 20 women members there, maybe 200 onlookers who wanted to see boobs. Whoever organized this screwed up, no press was there, no TV stations, no police, what's the point? Then the chick with bullhorn and the 3 word slogan started the protest by taking her shirt off and yelling into the unnecessary bullhorn, then several other women took their tops off, this got a big cheer from the crowd, "Show your boobs"!
I looked at my wife to see what she was going to do, she was with a few other still clothed women, they untopped, waved their signs marched about 100', then one did a handbra and ran for her shirt, that started a stampede of putting tops back on, except for about 3 women who were not crowd pleasers.
I don't know if that is what you were looking for, but as far as toplessness, it was a lot less fun than Mardi Gras.
