That's something I've noticed as well.
My girlfriend would never go topless when there is no one else topless. But when another girl is topless she would go topless too, and even when the other girl leaves or covers up she would stay topless. And even better: once she has been topless at a certain place, she will go topless on the subsequent days as well, even when it means she is the only one topless or the first to be topless on that day.
I think she is afraid to break any unwritten rules about toplessness at a certain place. And she is afraid of getting negative comments or being asked by the hotel staff to cover up.
