All depends on where you go, who is with you and how many others are topless.
My wife wouldn't have an issue removing her top at a more quiet beach. Even with others joining like her sister's familie or (some) of our friends. Even a fun picture would be allowed.
But on more crowded beaches with lots of mobile phones or with some other friends (or her step family), her top will stay on. Although at 1 time she and her sister have been considering going topless in front of their stepdad (just for the kick of it and see his reaction), but ultimately decided not to do so (to much regret of my BIL and myself). Though their bikinis were also pretty revealing.
